Submit suggestions till July 20: HRD Ministry extends deadline for stakeholders on scrapping UGC with HECI

Recently at a press conference, Prakash Javadekar, MHRD Union Minister had extended the deadline of the draft bill proposed to scrap University Grant Commission (UGC). Earlier, the last date to submit any comment by the stakeholders was July 7, 2018, but the deadline now has been postponed till July 20, 2018.
On June 27, MHRD has announced that UGC will soon be scrapped off and will be replaced by Higher Education Commission of India (HECI) by repealing the UGC Act, 1951.

NO TIME FOR TEACHERS TO SUBMIT FEEDBACK:

Teacher fraternity claimed that they were unable to submit their suggestions or feedback till July 7 earlier as during this period almost all universities are either closed or are conducting admission processes leaving no time for the teachers to work on the draft bill as per the NDTV report.

WHERE WILL HECI FOCUS?

According to the draft bill, the Higher Education Commission of India (HECI) would focus solely on academic matters and monetary grants would be under the purview of the ministry.

WHAT DOES UGC TAKE RESPONSIBILITY OF?

Presently, The University Grants Commission (UGC), provides financial assistance to eligible colleges.

NEED TO SCRAP UGC AND TO BRING HECI:

  • As per PTI report, the government had felt that the current commission remains preoccupied with disbursing funds to institutes
  • UGC has been unable to concentrate on other key areas such as mentoring institutes, focusing on research to be undertaken and other quality measures required in the sector
